PHONIC - Maßnahmen des öffentlichen Gesundheitswesens für Klimaschutz- und -anpassung. Entwicklung eines Rahmenwerkes zur Ermittlung prioritärer Maßnahmen und Pilotierung in Deutschland und Kenia - Teilprojekt LMU München

Abstract

Das vorliegende Teilprojekt ist Teil des Verbundvorhabens „PHONIC: Public Health Operations for Climate Change Action– Development of a framework to identify priority operations“, das gemeinsam von der Ludwig-Maximilians-Universität (LMU) München, dem Helmholtz Zentrum München (HMGU) und der Deutschen Allianz Klimawandel und Gesundheit (KLUG) umgesetzt wird. Ziel des Verbundvorhabens war die Entwicklung eines Rahmenwerkes für Maßnahmenbündel des öffentlichen Gesundheitswesens im Kontext von Klimawandelanpassung und Klimaschutz. Es bestand aus vier Arbeitspaketen (AP), die jeweils von einer Partnerorganisation federführend geleitet wurden (HMGU: AP 2), wobei alle Partner in allen Arbeitspaketen eingebunden waren. Das Rahmenwerk stellt die unterschiedlichen Handlungsbereiche dar, welche das öffentliche Gesundheitswesen unterstützen, gegenüber heutigen und zukünftigen Herausforderungen widerstandsfähig zu werden. Das AP2 umfasste die Entwicklung einer Handlungshilfe für einen prioritären Teilbereich (Governancestrukturen, Politikentwicklung und sektorübergreifende Zusammenarbeit) mit konkreten Indikatoren und einen Katalog von Gute-Praxis Beispielen von prioritären Maßnahmenbündeln für öffentliche Gesundheitsdienste im Kontext des Klimawandels. Die Nutzung dieser Handlungshilfe wurde anschließend in Deutschland und Kenia pilotiert. Die Forschung erfolgte in enger Zusammenarbeit von Expert:innen aus Wissenschaft, Politik und Praxis. Dabei orientierte sich das Projekt an der besten zur Verfügung stehenden Evidenz, der Integration von Perspektiven aus unterschiedlichen Disziplinen, Institutionen und geographischen Kontexten und legte einen Fokus auf Chancengleichheit. Teil des Beitrags der des HMGU war die Planung und Durchführung von Expert:innenworkshops, eine öffentliche Konsultation zur Entwicklung des Indikatoren-Sets sowie eine ergänzende Literatursuche für den Praxis-Katalog. Das HMGU war außerdem an der (Weiter-)Entwicklung des Rahmenwerkes, der Bewertung der Ergebnisse und Ableitung von Schlussfolgerungen und Empfehlungen sowie der Erstellung der wissenschaftlichen Artikel beteiligt. Zudem war das HMGU in allen Arbeitspaketen (AP1, AP3 und AP4) und Prozessen des Projektes beteiligt und hat sich aktiv eingebracht. The project ‘PHONIC: Public Health Operations for Climate Change Action - Development of a framework to identify priority operations’ was jointly implemented by the Ludwig-Maximilians Universität (LMU) Munich, the Helmholtz Zentrum München (HMGU) and the Centre for Planetary Health Policy (CPHP) of the German Alliance on Climate Change and Health (KLUG). The aim of the joint project was to develop a framework for public health measures in the context of climate change adaptation and climate protection. It consisted of four work packages (WP), each led by a partner organization (HMGU: WP 2), with all partners involved in all work packages. The framework presents the various areas of action that support the public health system in becoming resilient to current and future challenges. For a priority subarea (governance structures, policy development and cross-sectoral collaboration), a guide with specific indicators and best practice examples was developed. The use of this guide was subsequently piloted in Germany and Kenya. The research was conducted in close collaboration with experts from science, politics, and practice. The project was oriented towards the best available evidence, integrating perspectives from different disciplines, institutions, and geographical contexts, and focused on equal opportunities. Part of HMGU's contribution was the planning and execution of expert workshops, public consultation for the development of the indicator set, and additional literature search for the practice catalogue. HMGU was also involved in the (further) development of the framework, the evaluation of the results, and the derivation of conclusions and recommendations, as well as in the preparation of the scientific articles. In addition, the HMGU participated in all work packages (WP1, WP3, and WP4) and processes of the project and contributed actively.
