Development of an operational, multi-sectoral global drought hazard forecasting system (OUTLAST)

Abstract
This project developed and implemented the world’s first multi-sectoral system for drought monitoring and forecasting, which quantifies of drought hazard for water supply, river ecosystems and non-agricultural land ecosystems, as well as in rain-fed and irrigated agriculture. Two global models, WaterGAP and GCWM, were further developed to provide monthly drought forecasts worldwide with a spatial resolution of 5 to 30 minutes and a forecast period of six months. The models are driven by historical reanalysis data and bias-corrected seasonal ensemble forecasts. In collaboration with pilot users in the Lake Victoria basin and in Central Asia, the usability of global forecasts for the following six months was tested for data-poor and transboundary basins, suitable drought indicators were developed, and the results were validated. The OUTLAST drought forecasting system is currently operated semi-automatically at the ICWRGC in Koblenz and requires 3-4 days from the provision of seasonal forecasts by the ECMWF to the visualization of drought indicators for the forecast period. The data is updated monthly. The results are made available and documented in raster form on the WMO’s HydroSOS portal (https://wmohydrosos.ceh.ac.uk/casestudies/outlast) at the watershed level, as well as on the ICWRGC’s drought forecasting portal (https://geoportal.bafg.de/karten/outlast) at pixel level. The OUTLAST drought forecasting system was developed as a cloud-ready system using modular architecture, standardized data workflows, containerized processing environment. This effectively ensure a seamless transfer to a new host institution. Discussions with institutions interested in long-term operation are currently ongoing.
Im Rahmen des OUTLAST Projektes wurde das weltweit erste sektorübergreifende System zur Beobachtung und Vorhersage von Dürregefahren entwickelt und implementiert, mit dem sich Dürregefahren in den Bereichen Wasserversorgung, Flussökosysteme und nichtlandwirtschaftliche Landökosysteme sowie in der Regen- und Bewässerungslandwirtschaft quantifizieren lassen. Die zwei globalen Modelle WaterGAP und GCWM wurden weiterentwickelt, um weltweit monatliche Dürreprognosen mit einer räumlichen Auflösung von 0,5 Grad bis 30 Minuten und für einen Vorhersagezeitraum von bis zu sieben Monaten bereitzustellen. Angetrieben werden die Modelle von historischen Reanalyse-Daten und Bias-korrigierten saisonalen Ensemble-Vorhersagen verschiedener Klimavariablen. In Zusammenarbeit mit Pilotnutzern im Einzugsgebiet des Viktoriasees sowie in Zentralasien wurde der Nutzen von globalen Vorhersagen für die folgenden sechs Monate für datenarme und länderübergreifende Einzugsgebiete getestet, geeignete Dürreindikatoren entwickelt und die Ergebnisse validiert. Das OUTLAST-Dürrevorhersagesystem wird momentan am ICWRGC in Koblenz automatisiert betrieben und benötigt 3-4 Tage von der Bereitstellung der saisonalen Vorhersagen durch das ECMWF bis zur Visualisierung der Dürreindikatoren für den Vorhersagezeitraum. Die Daten werden monatlich aktualisiert. Die Ergebnisse werden im HydroSOS-Portal der WMO (https://wmohydrosos.ceh.ac.uk/casestudies/outlast) auf Einzugsgebietsebene sowie im Dürrevorhersageportal des ICWRGC (https://geoportal.bafg.de/karten/outlast) in gerasterter Form bereitgestellt und dokumentiert. Das OUTLAST-Dürrevorhersagesystem wurde als übertragungsfähiges System entwickelt, das einen nahtlosen institutionellen Übergang und langfristige Betriebskontinuität gewährleisten soll. Dank seiner modularen Architektur, standardisierten Datenabläufen, der containerisierten Verarbeitungsumgebung und der Anbindung an internationale Datenaustauschsysteme lässt es sich auch in einer neuen Trägerinstitution implementieren. Gespräche mit Institutionen, die an einem dauerhaften Betrieb interessiert sind, werden gegenwärtig geführt.
