Abstract

Das Hauptziel des Vorhabens Copernicus Netzwerkbüro Kommunal – Phase 1 war, die Nutzung von satellitengestützter Erdbeobachtung und Copernicus in deutschen Kommunen zu stärken. Hierzu wurde ein bundesweites Netzwerkbüro aufgebaut, das als zentrale Anlaufstelle für Kommunen fungiert und Orientierung, Informationen, Beratung und Vernetzung rund um kommunale Copernicus-Anwendungen bietet.

Im Projektverlauf wurde ein umfangreiches Fachnetzwerk mit 470 beteiligten Einrichtungen aufgebaut, darunter 160 Kommunen. Zudem wurden 70 Best Practices kommunaler Anwendungen identifiziert, von denen einige in Workshops und Webinaren präsentiert und teils dauerhaft in kommunalen Arbeitsprozessen verankert wurden. Das Netzwerkbüro nahm an über 60 Veranstaltungen teil, führte rund 80 bilaterale Beratungsgespräche durch und erstellte Informationsmaterialien, um Fachwissen niedrigschwellig zugänglich zu machen.

Ein Schwerpunkt war die systematische Analyse der Potenziale und Hemmnisse kommunaler Copernicus-Anwendungen: Besonders die steigenden Monitoring- und Berichtspflichten eröffnen Chancen für Copernicus, während begrenzte personelle Kapazitäten, fehlende Kenntnisse und unzureichend angepasste Dienste zentrale Hürden darstellen. Eine bundesweite Umfrage mit 100 Teilnehmenden bestätigte diese Befunde und zeigte zugleich ein großes zukünftiges Interesse an Copernicus-Daten und -Diensten.

Durch Informierung und Vernetzung von Kommunen, Fachbehörden, Forschung und Unternehmen sowie die aktive Unterstützung des Nutzerdialogs leistete das Netzwerkbüro einen wesentlichen Beitrag zur Weiterentwicklung der nationalen Copernicus-Integrationsmaßnahme. Die Ergebnisse bilden eine belastbare Grundlage, um kommunalspezifische Dienste zu entwickeln, den Wissenstransfer zu verstetigen und Copernicus langfristig in kommunalen Entscheidungsprozessen zu verankern.


The Copernicus Municipal Network Office – Phase 1 project aimed to significantly strengthen the use of satellite-based Earth Observation and Copernicus in German municipalities. To this end, a nationwide network office was set up to serve as a central point of contact for local authorities, providing guidance, information, advice, and networking opportunities related to municipal Copernicus applications.

During the project, an extensive network was established with 470 institutions, including 160 local authorities. In addition, 70 best practices for municipal applications were identified, some of which were presented in workshops and webinars and, in some cases, permanently anchored in municipal work processes. The network office participated in over 60 events, conducted around 80 bilateral consultations and produced information material to make specialist knowledge easily accessible.

One focus was the systematic analysis of municipal potential and obstacles: increasing monitoring and reporting requirements open up opportunities for Copernicus, while limited human resources, a lack of knowledge and insufficiently adapted services represent key obstacles. A nationwide survey with ca. 100 participants confirmed these findings and also revealed considerable future interest in Copernicus data and services.

By providing information and networking opportunities for local authorities, public authorities, research institutions and companies, and by actively supporting user dialogue, the network office made a significant contribution to the further development of the national Copernicus integration action. The results form a solid basis for developing municipal-specific services, consolidating knowledge transfer and embedding Copernicus in local decision-making processes in the long term.
