Transferagentur Kommunales Bildungsmanagement NRW; BMBF-Förderrichtlinie: Transferagenturen Kommunales Bildungsmanagement

Abstract

Die Transferagentur Kommunales Bildungsmanagement NRW unterstützte im Rahmen der Transferinitiative des BMBF Kreise und kreisfreie Städte in Nordrhein-Westfalen, ein datenbasiertes kommunales Bildungsmanagement (DKBM) aufzubauen und weiterzuentwickeln. Das Vorhaben organisierte den Transfer von Erfahrungen und good practice zwischen den Kommunen durch Formate wie Lerncluster, Workshops, Qualifizierungen und individuelle Fachberatung. Grundlage der Arbeit der Transferagentur NRW war ein breites Bildungsverständnis, der Blick auf Bildung im Lebenslauf und die Orientierung an den DKBM-Kernkomponenten: Strategische Zielsetzung, Datenbasierung, interne/externe Kooperation, Koordination, Qualitätssicherung und öffentlicher Diskurs. Ziel des Vorhabens war es, Bildungschancen auf kommunaler und regionaler Ebene zu verbessern, eine chancengerechtere Bildungslandschaft zu gestalten und Kommunen bei der Abstimmung von Bildungsangeboten zu unterstützen. In zahlreichen Kommunen in NRW konnte der Aufbau eines DKBM initiiert und gefördert werden, wobei mit 28 Kreisen und kreisfreien Städten vertiefende Kooperationsvereinbarungen bestanden. Dabei konnten Kommunen, insbesondere im Bereich des Bildungsmonitorings, nachhaltige Strukturen schaffen, die eine verbesserte Koordination und Steuerung der Bildungsangebote ermöglichen, wodurch Bildungschancen besser identifiziert und Maßnahmen zielgerichteter umgesetzt werden. Die Zusammenarbeit und Vernetzung der verschiedenen Bildungsakteure in Kommunen wurden vielerorts verbessert. Die entwickelten Methoden, ko-konstruktiven Ansätze und Erkenntnisse zum DKBM bieten nachfolgenden Initiativen eine wertvolle Grundlage zur Weiterentwicklung von vernetzten Bildungslandschaften und der Bewältigung aktueller Herausforderungen, wie Fachkräftemangel, Ganztag und Digitalisierung. The "Transferagentur Kommunales Bildungsmanagement NRW" supported districts and independent cities in North Rhine-Westphalia in establishing and developing a data-based municipal education management (DKBM) as part of the BMBF transfer initiative. The project organized the transfer of experiences and good practices between municipalities through formats such as learning clusters, workshops, training sessions, and individual professional consulting. The goal was to improve educational opportunities at the municipal and regional levels, create a more equitable educational landscape, and support municipalities in coordinating educational offerings. The foundation of the work of the Transferagentur NRW was a broad understanding of education, a focus on education throughout the life course, and alignment with the core-components of DKBM: strategic goal setting, data-based decision-making, internal/external cooperation, coordination, quality assurance and public discourse. In numerous municipalities in NRW, the establishment of DKBM could be initiated and promoted, with 28 in-depth cooperation agreements existing with districts and independent cities. This enabled municipalities, particularly in the area of education monitoring, to create sustainable structures that allow for improved coordination and management of educational offerings, thereby better identifying educational opportunities and implementing measures more effectively. The collaboration and networking of various educational actors in municipalities were improved in many areas. The developed methods, co-constructive approaches and insights on DKBM provide subsequent initiatives with a valuable foundation for the further development of connected educational landscapes and the addressing of current challenges such as the shortage of skilled workers, full-day schooling, and digitalization.
