Emission limits of air pollution and their legal background for the glass industry in the 18 EC and EFTA countries with reference to the values in Japan and the USA

Abstract

Emission limits for air pollution in the 18 EC and EFTA countries still vary strongly; in fact in most of them even today there is still no legislation at all. But the trend is — with variations — to follow the German "TA Luft" legislation. By contrast emission limits in Japan and the USA in some areas are even stricter than those of the "TA Luft". The paper shows the state of the national legislations at the end of November 1989. These data are still up-to-date with the exception of those of Italy and England which made first steps towards the "TA Luft" legislation in the meantime. A comparison of emission limits is added explaining why EC legislation lags behind national legislations.

Die Emissionsgrenzwerte für die Luftverschmutzung in den 18 EG- und EFTA-Ländern weichen stark voneinander ab; tatsächlich existieren heute in den meisten dieser Länder überhaupt noch keine solchen Gesetze. Aber die Entwicklung geht - mit Variationen - in Richtung TA Luft. Im Gegensatz dazu sind einige Grenzwerte in Japan und den USA heute schon tiefer angesetzt als in der TA Luft. Die vorliegende Arbeit zeigt die Situation Ende November 1989. Die aufgelisteten Daten sind immer noch aktuell mit Ausnahme derjenigen für Italien und England, wo in der Zwischenzeit Schritte in Richtung TA Luft getan wurden. In einem Vergleich der geltenden Emissionsgrenzwerte wird dargestellt, warum die EG-Gesetzgebung im Rückstand ist gegenüber den Gesetzgebungen der einzelnen Mitgliedsländer.
