Koordination von Spontanhelfenden im Krisen- und Katastrophenfall (KatHelfer-PRO); Teilvoraben: Gesamtkoordination, marktfähige Konzeption, technische Realisation und Evaluation einer skalierbaren und integrativen digitalen Helfermanagement-Plattform für Notfall-, Krisen und Katastrophensituationen

Abstract

Arbeitsziel von T-Systems ist die Gesamtkoordination, marktfähige Konzeption, technische Realisation und Evaluation der in diesem Verbundvorhaben angestrebten skalierbaren und integrativen digitalen Helfermanagement-Plattform für Notfall-, Krisen und Katastrophensituationen. Für dieses Arbeitsziel erfolgte unter Mitwirkung von T-Systems zunächst im AP 1 die integrierende Anforderungsanalyse, zur Identifikation bestehender und Aufstellung weiterer technischer, organisatorischer und nichttechnischer Anforderungen an die KatHelfer-PRO-Lösung, sowie im AP 2 die (Integrations-)Konzeption des Zielsystems. Hierbei lag der Schwerpunkt für T-Systems in der technischen Konzeption sowie der Datenschutzkonzeption. Unter Leitung von T-Systems erfolgte im AP3 die technische Umsetzung und Implementierung eines Demonstrators (TRL7) des technischen Zielsystems unter Berücksichtigung der begleitendenden Testung und Validierungsergebnisse (iterative, agile Entwicklung). Weiterhin erfolgte unter Mitwirkung von T-Systems im AP 4 die sozio-organisatorische Implementierung zur Entwicklung der zum System notwendigen prozessualen Veränderungen auf der Ebene der Einsatzorganisationen sowie die Entwicklung von Schulungsmaßnahmen und von Leitfäden für das Change-Management innerhalb der Einsatzorganisationen. Im AP 5 erfolgte unter Mitwirkung von T-Systems die Testung und Validierung des Systems entsprechend des iterativen Vorgehens unter den Aspekten der Nutzenden, der technischen und softwareseitigen Komponenten, der Einhaltung der ethischen, legalen und sozialen Belange, der Wirtschaftlichkeit und der sozio-organisatorischen Einflüsse. Hierbei stand für T-Systems insbesondere die technische Validierung und die wirtschaftliche Evaluation, sowie der Test der Sicherheit, Funktionalität & Usability im Rahmen der Einsatzübungen im Vordergrund. The aim of T-Systems was the overall coordination, marketable concept, technical implementation and evaluation of the scalable and integrative digital helper management platform for emergency, crisis and disaster situations envisaged in this joint project.For this work objective, with the participation of T-Systems, the integrated requirements analysis is first carried out in AP 1 to identify existing and establish further technical, organizational and non-technical requirements for the KatHelfer PRO solution, as well as in AP 2 the (integration) concept of the target system. T-Systems' focus here was on the technical concept and data protection concept. Under the leadership of T-Systems, the technical implementation and implementation of a demonstrator (TRL7) of the technical target system has been carried out in AP3, taking into account the accompanying testing and validation results (iterative, agile development). In addition, T-Systems was involved in the socio-organizational implementation of AP 4 to develop the procedural changes necessary for the system at the level of the emergency organizations, as well as the development of training measures and guidelines for change management within the emergency organizations. In AP 5, the system has been tested and validated with the participation of T-Systems in accordance with the iterative approach under the aspects of users, technical and software components, compliance with ethical, legal and social concerns, economic efficiency and socio-organizational influences. For T-Systems, the focus was on technical validation and economic evaluation, as well as testing safety, functionality and usability as part of the operational exercises.
