Assessment of Socio-Economic and Climate Change Impacts on Water Resources in Four European Lagoon Catchments

This study demonstrates the importance of considering potential land use and management changes in climate impact research. By taking into account possible trends of economic development and environmental awareness, we assess effects of global warming on water availability and quality in the catchments of four European lagoons: Ria de Aveiro (Portugal), Mar Menor (Spain), Vistula Lagoon (Poland and Russia), and Tyligulskyi Liman (Ukraine). Different setups of the process-based soil and water integrated model (SWIM), representing one reference and four socio-economic scenarios for each study area: the “business as usual”, “crisis”, “managed horizons”, and “set-aside” scenarios are driven by sets of 15 climate scenarios for a reference (1971–2000) and near future (2011–2040) scenario period. Modeling results suggest a large spatial variability of potential impacts across the study areas, due to differences in the projected precipitation trends and the current environmental and socio-economic conditions. While climate change may reduce water and nutrients input to the Ria de Aveiro and Tyligulsyi Liman and increase water inflow to the Vistula Lagoon the socio-economic scenarios and their implications may balance out or reverse these trends. In the intensely managed Mar Menor catchment, climate change has no notable direct impact on water resources, but changes in land use and water management may certainly aggravate the current environmental problems. The great heterogeneity among results does not allow formulating adaptation or mitigation measures at pan-European level, as initially intended by this study. Do Benefits from Dynamic Tariffing Rise? Welfare Effects of Real-Time Retail Pricing Under Carbon Taxation and Variable Renewable Electricity Supply

We analyze the gross welfare gains from real-time retail pricing in electricity markets where carbon taxation induces investment in variable renewable technologies. Applying a stylized numerical electricity market model, we find a U-shaped association between carbon taxation and gross welfare gains. The benefits of introducing real-time pricing can accordingly be relatively low at relatively high carbon taxes and vice versa. The non-monotonous change in welfare gains can be explained by corresponding changes in the inefficiency arising from “under-consumption” during low-price periods rather than by changes in wholesale price volatility. Our results may cast doubt on the efficiency of ongoing roll-outs of advanced meters in many electricity markets, since net benefits might only materialize at relatively high carbon tax levels and renewable supply shares. © 2019, The Author(s).

A nexus approach for the MENA region-from concept to knowledge to action

There is wide agreement that a nexus or integrated approach to managing and governing natural resources such as land, water, and energy can improve environmental, climate, human, and political security. However, few if any countries in the MENA region have made progress in implementing such an approach. There appear to be several constraints inhibiting the development and adoption of nexus approaches. These constraints include strong sectoral silos, insufficient incentives for integrated planning and policy making at all levels, and limited vision, knowledge, and practical experience to guide successful implementation. In turn, the limited implementation and hence lack of empirical evidence of a nexus approach, which could demonstrate its benefits, does little to strengthen political will for the development of adequate incentives, structures, and procedures. Against this backdrop, this paper presents five case studies which take an integrated approach, in three MENA countries, namely Jordan, Lebanon, and Morocco. Based on an analytical framework developed here, the paper analyses and compares the success factors for nexus implementation, and also for transfer and upscaling. The analysis emphasizes the need for appropriate framework conditions, targeted investments and pioneering actors, to make integrated approaches across sectors and levels work. With the evidence presented, the paper aims to set in motion a positive or virtuous cycle of generating more nexus evidence, improved framework conditions, further nexus implementation on the ground, and from that even more nexus evidence. From Planetary Boundaries to national fair shares of the global safe operating space — How can the scales be bridged?

The planetary boundaries framework proposes quantitative global limits to the anthropogenic perturbation of crucial Earth system processes, and thus marks out a planetary safe operating space for human activities. Yet, decisions regarding resource use and emissions are mostly made at less aggregated scales, by national and sub-national governments, businesses, and other local actors. To operationalize the planetary boundaries concept, the boundaries need to be translated into and aligned with targets that are relevant at these decision-making scales. In this paper, we develop a framework that addresses the biophysical, socio-economic, and ethical dimensions of bridging across scales, to provide a consistently applicable approach for translating the planetary boundaries into national-level fair shares of Earth’s safe operating space. We discuss our findings in the context of previous studies and their implications for future analyses and policymaking. In this way, we link the planetary boundaries framework to widely-applied operational and policy concepts for more robust strong sustainability decision-making.

Design and quality criteria for archetype analysis

A key challenge in addressing the global degradation of natural resources and the environment is to effectively transfer successful strategies across heterogeneous contexts. Archetype analysis is a particularly salient approach in this regard that helps researchers to understand and compare patterns of (un)sustainability in heterogeneous cases. Archetype analysis avoids traps of overgeneralization and ideography by identifying reappearing but nonuniversal patterns that hold for well-defined subsets of cases. It can be applied by researchers working in inter-or transdisciplinary settings to study sustainability issues from a broad range of theoretical and methodological standpoints. However, there is still an urgent need for quality standards to guide the design of theoretically rigorous and practically useful archetype analyses. To this end, we propose four quality criteria and corresponding research strategies to address them: (1) specify the domain of validity for each archetype, (2) ensure that archetypes can be combined to characterize single cases, (3) explicitly navigate levels of abstraction, and (4) obtain a fit between attribute configurations, theories, and empirical domains of validity. These criteria are based on a stocktaking of current methodological challenges in archetypes research, including: to demonstrate the validity of the analysis, delineate boundaries of archetypes, and select appropriate attributes to define them. We thus contribute to a better common understanding of the approach and to the improvement of the research design of future archetype analyses. © 2019 by the author(s).

Social innovation in community energy in Europe: A review of the evidence

Citizen-driven Renewable Energy (RE) projects of various kinds, known collectively as community energy (CE), have an important part to play in the worldwide transition to cleaner energy systems. On the basis of evidence from 8 European countries, we investigate CE, over approximately the last 50 years (c.1970-2018), through the lens of Social Innovation (SI). We carry out a detailed review of literature around the social dimension of renewable energy; we collect, describe and map CE initiatives from Belgium, France, Germany, Italy, Poland, Spain, Sweden, and the UK; and we unpack the SI concept into 4 operational criteria which we suggest are essential to recognizing SI in CE. These are: (1) Crises and opportunities; (2) the agency of civil society; (3) reconfiguration of social practices, institutions and networks; (4) new ways of working. We identify three main phases of SI in CE. The environmental movements of the 1960s and the "oil shocks" of the 1970s provided the catalyst for a series of innovative societal responses around energy and self-sufficiency. A second wave of SI relates to the mainstreaming of RE and associated government support mechanisms. In this phase, with some important exceptions, successful CE initiatives were mainly confined to those countries where they were already embedded as innovators in the previous phase. The third phase of CE innovation relates to the societal response to the Great Recession that began in 2008 and lasted most of the subsequent decade. CE initiatives formed around this time were also strongly focused around democratization of energy and citizen empowerment in the context of rising energy prices, a weak economy, and a production and supply system dominated by excessively powerful multinational energy firms. CE initiatives today are more diverse than at any time previously, and are likely to continue to act as incubators for pioneering initiatives addressing virtually all aspects of energy. However, large multinational energy firms remain the dominant vehicle for delivery of the energy transition, and the apparent excitement in European policy circles for "community energy" does not extend to democratization of energy or genuine empowerment of citizens. © 2019 Hewitt, Bradley, Baggio Compagnucci, Barlagne, Ceglarz, Cremades, McKeen, Otto and Slee.

Multi-method evidence for when and how climate-related disasters contribute to armed conflict risk

Climate-related disasters are among the most societally disruptive impacts of anthropogenic climate change. Their potential impact on the risk of armed conflict is heavily debated in the context of the security implications of climate change. Yet, evidence for such climate-conflict-disaster links remains limited and contested. One reason for this is that existing studies do not triangulate insights from different methods and pay little attention to relevant context factors and especially causal pathways. By combining statistical approaches with systematic evidence from QCA and qualitative case studies in an innovative multi-method research design, we show that climate-related disasters increase the risk of armed conflict onset. This link is highly context-dependent and we find that countries with large populations, political exclusion of ethnic groups, and a low level of human development are particularly vulnerable. For such countries, almost one third of all conflict onsets over the 1980-2016 period have been preceded by a disaster within 7 days. The robustness of the effect is reduced for longer time spans. Case study evidence points to improved opportunity structures for armed groups rather than aggravated grievances as the main mechanism connecting disasters and conflict onset. © 2020 The Authors

Archetype analysis in sustainability research: meanings, motivations, and evidence-based policy making

Archetypes are increasingly used as a methodological approach to understand recurrent patterns in variables and processes that shape the sustainability of social-ecological systems. The rapid growth and diversification of archetype analyses has generated variations, inconsistencies, and confusion about the meanings, potential, and limitations of archetypes. Based on a systematic review, a survey, and a workshop series, we provide a consolidated perspective on the core features and diverse meanings of archetype analysis in sustainability research, the motivations behind it, and its policy relevance. We identify three core features of archetype analysis: Recurrent patterns, multiple models, and intermediate abstraction. Two gradients help to apprehend the variety of meanings of archetype analysis that sustainability researchers have developed: (1) understanding archetypes as building blocks or as case typologies and (2) using archetypes for pattern recognition, diagnosis, or scenario development. We demonstrate how archetype analysis has been used to synthesize results from case studies, bridge the gap between global narratives and local realities, foster methodological interplay, and transfer knowledge about sustainability strategies across cases. We also critically examine the potential and limitations of archetype analysis in supporting evidence-based policy making through context-sensitive generalizations with case-level empirical validity. Finally, we identify future priorities, with a view to leveraging the full potential of archetype analysis for supporting sustainable development. © 2019 by the author(s).

A Rigorous Statistical Assessment of Recent Trends in Intensity of Heavy Precipitation Over Germany

Comprehensive and robust statistical estimates of trends during heavy precipitation events are essential in understanding the impact of past and future climate changes in the hydrological cycle. However, methods commonly used in extreme value statistics (EVS) are often unable to detect significant trends, because of their methodologically motivated reduction of the sample size and strong assumptions regarding the underlying distribution. Here, we propose linear quantile regression (QR) as a complementary and robust alternative to estimating trends in heavy precipitation events. QR does not require any assumptions on the underlying distribution and is also able to estimate trends for the full span of the distribution without any reduction of the available data. As an example, we study here a very dense and homogenized data set of daily precipitation amounts over Germany for the period between 1951 and 2006 to compare the results of QR and the so-called block maxima approach, a classical method in EVS. Both methods indicate an overall increase in the intensity of heavy precipitation events. The strongest trends can be found in regions with an elevation of about 500 m above sea level. In turn, larger spatial clusters of moderate or even decreasing trends can only be found in Northeastern Germany. In conclusion, both methods show comparable results. QR, however, allows for a more flexible and comprehensive study of precipitation events. © Copyright © 2019 Passow and Donner.

Assessment of the growth in social groups for sustainable agriculture and land management

Non-technical summary Until the past half-century, all agriculture and land management was framed by local institutions strong in social capital. But neoliberal forms of development came to undermine existing structures, thus reducing sustainability and equity. The past 20 years, though, have seen the deliberate establishment of more than 8 million new social groups across the world. This restructuring and growth of rural social capital within specific territories is leading to increased productivity of agricultural and land management systems, with particular benefits for those previously excluded. Further growth would occur with more national and regional policy support. Technical summary For agriculture and land management to improve natural capital over whole landscapes, social cooperation has long been required. The political economy of the later twentieth and early twenty-first centuries prioritized unfettered individual action over the collective, and many rural institutions were harmed or destroyed. Since then, a wide range of social movements, networks and federations have emerged to support transitions towards sustainability and equity. Here, we focus on social capital manifested as intentionally formed collaborative groups within specific geographic territories. These groups focus on: (1) integrated pest management; (2) forests; (3) land; (4) water; (5) pastures; (6) support services; (7) innovation platforms; and (8) small-scale systems. We show across 122 initiatives in 55 countries that the number of groups has grown from 0.50 million (in 2000) to 8.54 million (in 2020). The area of land transformed by the 170–255 million group members is 300 Mha, mostly in less-developed countries (98% groups; 94% area). Farmers and land managers working with scientists and extensionists in these groups have improved both environmental outcomes and agricultural productivity. In some cases, changes to national or regional policy supported this growth in groups. Together with other movements, these social groups could now support further transitions towards policies and behaviours for global sustainability.
