    Revisiting economic burdens of malaria in the face of climate change: a conceptual analysis for Ethiopia

    Purpose: Climate change affects the geographic and seasonal range of malaria incidence, especially, in poor tropical countries. This paper aims to attempt to conceptualize the potential economic repercussions of such effects with its focus on Ethiopia. Design/methodology/approach: The paper is conceptual and descriptive in its design. It first reviews existing literature and evidence on the economic burdens of malaria, and the impacts of climate change on malaria disease. It then draws the economic implications of the expected malaria risk under the future climate. This is accompanied by a discussion on a set of methods that can be used to quantify the economic effects of malaria with or without climate change. Findings: A review of available evidence shows that climate change is likely to increase the geographic and seasonal range of malaria incidence in Ethiopia. The economic consequences of even a marginal increase in malaria risk will be substantial as one considers the projected impacts of climate change through other channels, the current population exposed to malaria risk and the country’s health system, economic structure and level of investment. The potential effects have the potency to require more household and public spending for health, to perpetuate poverty and inequality and to strain agricultural and regional development. Originality/value: This paper sheds light on the economic implications of climate change impacts on malaria, particularly, in Agrarian countries laying in the tropics. It illustrates how such impacts will interact with other impact channels of climate change, and thus evolve to influence the macro-economy. The paper also proposes a set of methods that can be used to quantify the potential economic effects of malaria. The paper seeks to stimulate future research on this important topic which rather has been neglected. © 2020, Amsalu Woldie Yalew.

    Assessment of Socio-Economic and Climate Change Impacts on Water Resources in Four European Lagoon Catchments

    This study demonstrates the importance of considering potential land use and management changes in climate impact research. By taking into account possible trends of economic development and environmental awareness, we assess effects of global warming on water availability and quality in the catchments of four European lagoons: Ria de Aveiro (Portugal), Mar Menor (Spain), Vistula Lagoon (Poland and Russia), and Tyligulskyi Liman (Ukraine). Different setups of the process-based soil and water integrated model (SWIM), representing one reference and four socio-economic scenarios for each study area: the “business as usual”, “crisis”, “managed horizons”, and “set-aside” scenarios are driven by sets of 15 climate scenarios for a reference (1971–2000) and near future (2011–2040) scenario period. Modeling results suggest a large spatial variability of potential impacts across the study areas, due to differences in the projected precipitation trends and the current environmental and socio-economic conditions. While climate change may reduce water and nutrients input to the Ria de Aveiro and Tyligulsyi Liman and increase water inflow to the Vistula Lagoon the socio-economic scenarios and their implications may balance out or reverse these trends. In the intensely managed Mar Menor catchment, climate change has no notable direct impact on water resources, but changes in land use and water management may certainly aggravate the current environmental problems. The great heterogeneity among results does not allow formulating adaptation or mitigation measures at pan-European level, as initially intended by this study. It rather implies the need of a regional approach in coastal zone management. © 2019, The Author(s).

    Rapid aggregation of global gridded crop model outputs to facilitate cross-disciplinary analysis of climate change impacts in agriculture

    We discuss an on-line tool that facilitates access to the large collection of climate impacts on crop yields produced by the Agricultural Model Intercomparison and Improvement Project. This collection comprises the output of seven crop models which were run on a global grid using climate data from five different general circulation models under the current set of representative pathways. The output of this modeling endeavor consists of more than 36,000 publicly available global grids at a spatial resolution of one half degree. We offer flexible ways to aggregate these data while reducing the technical barriers implied by learning new download platforms and specialized formats. The tool is accessed trough any standard web browser without any special bandwidth requirement.

    Modelling is key to adapting agriculture to climate change (CC), facilitating evaluation of the impacts and efficacy of adaptation measures, and the design of optimal strategies. Although there are many challenges to modelling agricultural CC adaptation, it is unclear whether these are novel or, whether adaptation merely adds new motivations to old challenges. Here, qualitative analysis of modellers’ views revealed three categories of challenge: Content, Use, and Capacity. Triangulation of findings with reviews of agricultural modelling and Climate Change Risk Assessment was then used to highlight challenges specific to modelling adaptation. These were refined through literature review, focussing attention on how the progressive nature of CC affects the role and impact of modelling. Specific challenges identified were: Scope of adaptations modelled, Information on future adaptation, Collaboration to tackle novel challenges, Optimisation under progressive change with thresholds, and Responsibility given the sensitivity of future outcomes to initial choices under progressive change. © 2019 The Authors

    Hydro-Economic Modelling for Water-Policy Assessment Under Climate Change at a River Basin Scale: A Review

    Hydro-economic models (HEMs) constitute useful instruments to assess water-resource management and inform water policy. In the last decade, HEMs have achieved significant advances regarding the assessment of the impacts of water-policy instruments at a river basin or catchment level in the context of climate change (CC). This paper offers an overview of the alternative approaches used in river-basin hydro-economic modelling to address water-resource management issues and CC during the past decade. Additionally, it analyses how uncertainty and risk factors of global CC have been treated in recent HEMs, offering a discussion on these last advances. As the main conclusion, current challenges in the realm of hydro-economic modelling include the representation of the food-energy-water nexus, the successful representation of micro-macro linkages and feedback loops between the socio-economic model components and the physical side, and the treatment of CC uncertainties and risks in the analysis.

    Governance Strategies for Improving Flood Resilience in the Face of Climate Change

    Flooding is the most common of all natural disasters and accounts for large numbers of casualties and a high amount of economic damage worldwide. To be ‘flood resilient’, countries should have sufficient capacity to resist, the capacity to absorb and recover, and the capacity to transform and adapt. Based on international comparative research, we conclude that six key governance strategies will enhance ‘flood resilience’ and will secure the necessary capacities. These strategies pertain to: (i) the diversification of flood risk management approaches; (ii) the alignment of flood risk management approaches to overcome fragmentation; (iii) the involvement, cooperation, and alignment of both public and private actors in flood risk management; (iv) the presence of adequate formal rules that balance legal certainty and flexibility; (v) the assurance of sufficient financial and other types of resources; (vi) the adoption of normative principles that adequately deal with distributional effects. These governance strategies appear to be relevant across different physical and institutional contexts. The findings may also hold valuable lessons for the governance of climate adaptation more generally.
