- ItemBiobank Oversight and Sanctions Under the General Data Protection Regulation(Dordrecht ; Heidelberg ; New York ; London : Springer, 2021) Hallinan, Dara; Slokenberga, Santa; Tzortzatou, Olga; Reichel, JaneThis contribution offers an insight into the function and problems of the oversight and sanctions mechanisms outlined in the General Data Protection Regulation as they relate to the biobanking context. These mechanisms might be considered as meta-mechanisms—mechanisms relating to, but not consisting of, substantive legal principles—functioning in tandem to ensure biobank compliance with data protection principles. Each of the mechanisms outlines, on paper at least, comprehensive and impressive compliance architecture—both expanding on their capacity in relation to Directive 95/46. Accordingly, each mechanism looks likely to have a significant and lasting impact on biobanks and biobanking. Despite this comprehensiveness, however, the mechanisms are not immune from critique. Problems appear regarding the standard of protection provided for research subject rights, regarding the disproportionate impact on legitimate interests tied up with the biobanking process—particularly genomic research interests—and regarding their practical implementability in biobanking.
- ItemRecent advances for flame retardant rubber composites: Mini-review(Amsterdam : Elsevier, 2023) Lai, Liangqing; Liu, Jia; Lv, Zhen; Gao, Tianming; Luo, YongyueFlame retardant rubber composites have attracted a great attention during the past decades owing to their irreplaceable roles in complex industrial systems. Large amounts of efforts have been made to improve the flame retardant ability, developing high efficiency flame retardant systems which can reduce the release of heat, smoke and toxic gases while not deteriorate overall properties is becoming more and more important. This review briefly outlines the recent developments of flame retardant natural rubbers, silicon rubbers, some kinds of artificial rubbers and polyurethane elastomer composites, focuses on the design, development, mechanism and applications of advanced high-performance flame-retardant methods. Finally, outlooks the future tendency including more environmental-friendly strategies, higher flame-retardant efficiency and development of multifunctional flame-retardant rubber composites are proposed.

Sobald eine Ausnutzung der Lücken technisch möglich ist, stellen sie eine Bedrohung für die IT-Sicherheit aller Beteiligten dar. Konkret betroffen sind Bürger:innen und Unternehmen als Nutzende, Hersteller von Soft- und Hardware sowie staatliche (kritische) IT-Infrastruktur. Es ist daher im gesamtgesellschaftlichen Interesse, die Zahl der ausnutzbaren Sicherheitslücken so gering wie möglich zu halten. Dieses Whitepaper führt in die rechtlichen und praktischen Probleme der IT-Sicherheitsforschung ein. Zugleich zeigt es vor allem rechtliche Auswege auf, die perspektivisch zu einer rechtssicheren IT-Sicherheitsforschung führen.
- ItemPigou in the 21st Century: a tribute on the occasion of the 100th anniversary of the publication of The Economics of Welfare(New York, NY : Springer Science + Business Media B.V., 2021) Edenhofer, Ottmar; Franks, Max; Kalkuhl, MatthiasThe year 2020 marks the centennial of the publication of Arthur Cecil Pigou’s magnum opus The Economics of Welfare. Pigou’s pricing principles have had an enduring influence on the academic debate, with a widespread consensus having emerged among economists that Pigouvian taxes or subsidies are theoretically desirable, but politically infeasible. In this article, we revisit Pigou’s contribution and argue that this consensus is somewhat spurious, particularly in two ways: (1) Economists are too quick to ignore the theoretical problems and subtleties that Pigouvian pricing still faces; (2) The wholesale skepticism concerning the political viability of Pigouvian pricing is at odds with its recent practical achievements. These two points are made by, first, outlining the theoretical and political challenges that include uncertainty about the social cost of carbon, the unclear relationship between the cost–benefit and cost-effectiveness approaches, distributional concerns, fragmented ministerial responsibilities, an unstable tax base, commitment problems, lack of acceptance and trust between government and citizens as well as incomplete international cooperation. Secondly, we discuss the recent political success of Pigouvian pricing, as evidenced by the German government’s 2019 climate policy reform and the EU’s Green Deal. We conclude by presenting a research agenda for addressing the remaining barriers that need to be overcome to make Pigouvian pricing a common political practice.
