    Evidence-based narratives in European research programming

    The article introduces and exemplifies the approach of evidence-based narratives (EBN). The methodology is a product of co-design between policy-making and science, generating robust intelligence for evidence-based policy-making in the Directorate General for Research and Innovation of the European Commission (DG RTD) under the condition of high uncertainty and fragmented evidence. The EBN transdisciplinary approach tackles practical problems of future-oriented policy-making, in this case in the area of programming for research and innovation addressing the Grand Societal Challenge related to climate change and natural resources. Between 2013 and 2018, the EU-funded RECREATE project developed 20 EBNs in a co-development process between scientists and policy-makers. All EBNs are supported with evidence about the underlying innovation system applying the technological innovation systems (TIS) framework. Each TIS analysis features the innovation, its current state of market diffusion and a description of the innovation investment case. Indicators include potential future market sizes, effects on employment and environmental and social benefits. Based on the innovation and TIS function analyses, the EBNs offer policy recommendations. The article ends with a critical discussion of the EBN approach.

    Neue Aufgaben für wissenschaftliche Bibliotheken: Das Beispiel Open Science Lab

    Vor dem Hintergrund des Aufkommens vieler neuer digitaler Werkzeuge und Methoden zur Unterstützung des wissenschaftlichen Arbeitens wird seit etwa fünf Jahren unter wissenschaftlichen Bibliothekaren in Deutschland immer häufiger über Innovationsmanagement diskutiert. Wie lassen sich relevante Trends und Herausforderungen rechtzeitig erkennen und mit den begrenzten Ressourcen einer Einrichtung des öffentlichen Dienstes adäquat aufgreifen, bis hin zu einer Veränderung der Bibliotheksstrategie? Der Beitrag behandelt das Modell des an der Technischen Informationsbibliothek Hannover (TIB) 2013 ins Leben gerufenen Open Science Lab. Unter Leitung des Autors werden Trends beobachtet und aufgegriffen, um in enger Zusammenarbeit mit Wissenschaftlern und Wissenschaftlerinnen neue digitale Werkzeuge und Methoden zu erproben, eine neue Informationspraxis zu kultivieren und daraus Innovationen für das Dienste-Spektrum der Bibliothek abzuleiten. Dies wird beispielhaft anhand der beiden Schwerpunktthemen kollaboratives Schreiben sowie linked-data-basierte Forschungsinformationssysteme (FIS) geschildert und diskutiert.

    Supportive Business Environments to Develop Grass Bioeconomy in Europe

    Grasslands cover almost half of the total European agricultural area and are the source of a wide range of public goods and services. Yet, their potential to produce innovative bio-based products, such as paper and plastic, remains widely untapped. We employ a multiple case study approach and implement the Business Environment Framework by Adamseged and Grundmann (2020) on eighteen alternative grass-based businesses to investigate the interdependencies between these successful business models and their business environments. The subsequent analysis reveals that the deployment of funds and policies to support alternative grass-based products remains low in most regions of Europe. Our findings highlight that aligned funding mechanisms that incorporate and promote the specific benefits generated by grass-producing and grass-processing businesses are key to overcoming the barriers related to the competition of bio-based products with the established fossil-fuels-based economic system. To make alternative grass-based markets more dynamic, increasing consumer awareness through adequate marketing is perceived as an important aspect. Capacity building and alignment efforts need to be strengthened and coordinated at local and higher levels to enable the replication and scale-up of novel grass-based businesses in Europe and beyond.

    From Transfer to Knowledge Co-Production: A Transdisciplinary Research Approach to Reduce Black Carbon Emissions in Metro Manila, Philippines

    Air pollution, which kills an estimated 7 million people every year, is one of the greatest environmental health risks of our times. Finding solutions to this threat poses challenges to practitioners and policymakers alike. Increasing awareness on the benefits of transdisciplinary research in solution-oriented sustainable development projects has led to the establishment of the research project “A Transdisciplinary Approach to Mitigate Emissions of Black Carbon” (TAME-BC). This paper introduces the TAME-BC research setup that took place with Metro Manila, Philippines, case study. The approach integrates BC measurements with technological, socio-political, and health aspects to improve the scientific state of the art, policymaking, transport sector planning, and clinical studies related to air pollution health effects. The first pillar in the setup presents an (1) air quality assessment through aerosol measurements and instrumentation, complemented by a (2) description and assessment of the current policies, technologies, and practices of the transport sector that is responsible for pollution levels in the Philippines, as well as a (3) BC exposure and associated health impacts assessment. The fourth pillar is intercrossing, fostering (4) knowledge co-creation through stakeholder involvement across scales. We argue that this transdisciplinary approach is useful for research endeavors aiming for emission mitigation in rapidly urbanizing regions beyond Metro Manila.
