    Agriculture, livelihoods and climate change in the West African Sahel

    The West African Sahel is a harsh environment stressed by a fast-growing population and increasing pressure on the scarce natural resources. Agriculture is the main source of livelihood of the majority of the people living in the area. Increases in temperature and/or modifications in rainfall quantities and distribution will substantially impact on the natural resource on which agriculture depends. The vulnerability of livelihoods based on agriculture is increased and most likely exacerbate and accelerate the current 'downward spiral' of underdevelopment, poverty and environmental degradation. Notably, droughts, a short rainy season and/or very low rainfall will be felt by current systems. To cope with the difficult climatic situation, farm households have developed a range of strategies including selling of animals and on-farm diversification or specialization. At regional level, early warning systems including an operational agro-meteorological information system already provide farmers with crucial information. Substantial political, institutional and financial efforts at national and international level are indispensable for the sustenance of millions of lives. In terms of development, priority needs to be given to adaptation and implementation of comprehensive programs on water management and irrigation, desertification control, development of alternative sources of energy and the promotion of sustainable agricultural practices by farmers.

    Different perceptions of adaptation to climate change: A mental model approach applied to the evidence from expert interviews

    We argue that differences in the perception and governance of adaptation to climate change and extreme weather events are related to sets of beliefs and concepts through which people understand the environment and which are used to solve the problems they face (mental models). Using data gathered in 31 in-depth interviews with adaptation experts in Europe, we identify five basic stakeholder groups whose divergent aims and logic can be related to different mental models they use: advocacy groups, administration, politicians, researchers, and media and the public. Each of these groups uses specific interpretations of climate change and specifies how to deal with climate change impacts. We suggest that a deeper understanding and follow-up of the identified mental models might be useful for the design of any stakeholder involvement in future climate impact research processes. It might also foster consensus building about adequate adaptation measures against climate threats in a society.

    Three views of two degrees

    Limiting global warming to 2°C above pre-industrial global mean temperature has become a widely endorsed goal for climate policy. It has also been severely criticized. We show how the limit emerged out of a marginal remark in an early paper about climate policy and distinguish three possible views of it. The catastrophe view sees it as the threshold separating a domain of safety from a domain of catastrophe. The cost-benefit view sees it as a strategy to optimize the relation between the costs and benefits of climate policy. The focal point view sees it as a solution to a complex coordination problem. We argue that the focal point view is the most appropriate. It leads to an emphasis on implementing effective steps toward a near-zero emissions economy, without panicking in the face of a possible temporary overshooting. After several decades of practical experiences, the focal point may or may not be redefined on the basis of knowledge gathered thanks to these experiences.

    Towards adaptation of agriculture to climate change in the Mediterranean

    This study links climate change impacts to the development of adaptation strategies for agriculture on the Mediterranean region. Climate change is expected to intensify the existing risks, particularly in regions with current water scarcity, and create new opportunities for improving land and water management. These risks and opportunities are characterised and interpreted across Mediterranean areas by analysing water scarcity pressures and potential impacts on crop productivity over the next decades. The need to respond to these risks and opportunities is addressed by evaluating an adaptive capacity index that represents the ability of Mediterranean agriculture to respond to climate change. We propose an adaptive capacity index with three major components that characterise the economic capacity, human and civic resources, and agricultural innovation. These results aim to assist stakeholders as they take up the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.

    Observed changes in extreme precipitation in Poland: 1991–2015 versus 1961–1990

    Several episodes of extreme precipitation excess and extreme precipitation deficit, with considerable economic and social impacts, have occurred in Europe and in Poland in the last decades. However, the changes of related indices exhibit complex variability. This paper analyses changes in indices related to observed abundance and deficit of precipitated water in Poland. Among studied indices are maximum seasonal 24-h precipitation for the winter half-year (Oct.–March) and the summer half-year (Apr.–Sept.), maximum 5-day precipitation, maximum monthly precipitation and number of days with intense or very intense precipitation (respectively, in excess of 10 mm or 20 mm per day). Also, the warm-seasonal maximum number of consecutive dry days (longest period with daily precipitation below 1 mm) was examined. Analysis of precipitation extremes showed that daily maximum precipitation for the summer half-year increased for many stations, and increases during the summer half-year are more numerous than those in the winter half-year. Also, analysis of 5-day and monthly precipitation sums show increases for many stations. Number of days with intense precipitation increases especially in the north-western part of Poland. The number of consecutive dry days is getting higher for many stations in the summer half-year. Comparison of these two periods: colder 1961–1990 and warmer 1991–2015, revealed that during last 25 years most of statistical indices, such as 25th and 75th percentiles, median, mean and maximum are higher. However, many changes discussed in this paper are weak and statistically insignificant. The findings reported in this paper challenge results based on earlier data that do not include 2007–2015.

    Simulating and delineating future land change trajectories across Europe

    Explorations of future land use change are important to understand potential conflicts between competing land uses, trade-offs associated with particular land change trajectories, and the effectiveness of policies to steer land systems into desirable states. Most model-based explorations and scenario studies focused on conversions in broad land use classes, but disregarded changes in land management or focused on individual sectors only. Using the European Union (EU) as a case study, we developed an approach to identifying typical combinations of land cover and management changes by combining the results of multimodel simulations in the agriculture and forest sectors for four scenarios from 2000 to 2040. We visualized land change trajectories by mapping regional hotspots of change. Land change trajectories differed in extent and spatial pattern across the EU and among scenarios, indicating trajectory-specific option spaces for alternative land system outcomes. In spite of the large variation in the area of change, similar hotspots of land change were observed among the scenarios. All scenarios indicate a stronger polarization of land use in Europe, with a loss of multifunctional landscapes. We analyzed locations subject to change by comparing location characteristics associated with certain land change trajectories. Results indicate differences in the location conditions of different land change trajectories, with diverging impacts on ecosystem service provisioning. Policy and planning for future land use needs to account for the spatial variation of land change trajectories to achieve both overarching and location-specific targets.

    The plant phenological online database (PPODB): An online database for long-term phenological data

    We present an online database that provides unrestricted and free access to over 16 million plant phenological observations from over 8,000 stations in Central Europe between the years 1880 and 2009. Unique features are (1) a flexible and unrestricted access to a full-fledged database, allowing for a wide range of individual queries and data retrieval, (2) historical data for Germany before 1951 ranging back to 1880, and (3) more than 480 curated long-term time series covering more than 100 years for individual phenological phases and plants combined over Natural Regions in Germany. Time series for single stations or Natural Regions can be accessed through a user-friendly graphical geo-referenced interface. The joint databases made available with the plant phenological database PPODB render accessible an important data source for further analyses of long-term changes in phenology. The database can be accessed via www.ppodb.de.

    The LEGATO cross-disciplinary integrated ecosystem service research framework: an example of integrating research results from the analysis of global change impacts and the social, cultural and economic system dynamics of irrigated rice production

    In a cross-disciplinary project (LEGATO) combining inter- and transdisciplinary methods, we quantify the dependency of rice-dominated socio-ecological systems on ecosystem functions (ESF) and the ecosystem services (ESS) the integrated system provides. In the collaboration of a large team including geo- and bioscientists, economists, political and cultural scientists, the mutual influences of the biological, climate and soil conditions of the agricultural area and its surrounding natural landscape have been analysed. One focus was on sociocultural and economic backgrounds, another on local as well as regional land use intensity and biodiversity, and the potential impacts of future climate and land use change. LEGATO analysed characteristic elements of three service strands defined by the Millennium Ecosystem Assessment (MA): (a) provisioning services: nutrient cycling and crop production; (b) regulating services: biocontrol and pollination; and (c) cultural services: cultural identity and aesthetics. However, in line with much of the current ESS literature, what the MA called supporting services is treated as ESF within LEGATO. As a core output, LEGATO developed generally applicable principles of ecological engineering (EE), suitable for application in the context of future climate and land use change. EE is an emerging discipline, concerned with the design, monitoring and construction of ecosystems and aims at developing strategies to optimise ecosystem services through exploiting natural regulation mechanisms instead of suppressing them. Along these lines LEGATO also aims to create the knowledge base for decision-making for sustainable land management and livelihoods, including the provision of the corresponding governance and management strategies, technologies and system solutions.
