A survey of 181 institutions shows that, in addition to the conventional costs per download, a variety of other decision parameters also play an important role. There also is a strong interest among libraries to exchange experiences in order to facilitate and optimize the institution-specific definiti on of decision criteria. Considering the increasing complexity of licensing models, systematic and continuous content controlling – independent of the hectic year-end business – is an essential prerequisite for making informed licensing decisions.
