Verbundvorhaben EuroDaT - Europäischer Datentreuhänder

Abstract

Die zentrale Aufgabe des EuroDaT-Projekts bestand in der Schaffung des rechtlichen, prozeduralen und technischen Rahmens für den konzipierten Betrieb einen neuartigen transaktionsbasierten Datentreuhänder. Dieser Treuhänder sollte als unabhängige, handlungsfähige Entität entwickelt werden und gleichzeitig über verschiedene Use Cases realitätsnah an den Anforderungen potenzieller Nutzender ausgerichtet werden. Für die Erreichung dieses Ziels war eine zentrale Aufgabe des EuroDaT Vorhabens, eine Infrastruktur zu schaffen, die nicht nur den rechtlichen und organisatorischen Anforderungen im Rahmen von GAIA-X gerecht wird, sondern auch die spezifischen Bedürfnisse des entstehenden europäischen Datenökosystems berücksichtigt. Diese Ausrichtung wurde im Projekt durch die enge Orientierung an realitätsnahen Use Cases und unter Anwendung modernster Technologien erreicht. Darüber hinaus hat das Projekt durch gemeinsame Veranstaltungen, Fachpublikationen und Kooperationen den Wissenstransfer innerhalb des GAIA-X-Ökosystems gefördert und EuroDaT als wichtigen Teil der europäischen Datenstrategie positioniert. Das zentrale Ergebnis ist der technische und organisatorische Prototyp eines funktionsfähigen transaktionsbasierten Datentreuhänders in Form einer entwickelten technischen Plattform und der EuroDaT GmbH getragen vom Land Hessen. Neben den technischen und organisatorischen Grundlagen wurde auch ein Rechtsrahmen geschaffen, der den Einsatz in operativen Use Cases ermöglicht. Sowohl der Basis Use Case zur Etablierung des Treuhänders als auch die anderen Use Cases haben Machbarkeitsstudien und Demonstratoren erarbeitet. Die Universitäten und Forschungsinstitute haben ihre Forschungsergebnisse publiziert. Neben den im Vorhabensantrag geplanten Use Cases steht derzeit auch ein weiterer Use Case zur Geldwäschebekämpfung bei Banken im Fokus, der die erste operative Anwendung werden könnte. In addition, the project has promoted the transfer of knowledge within the GAIA-X ecosystem through joint events, specialist publications and cooperation and positioned EuroDaT as an important part of the European data strategy. The central result is the technical and organisational prototype of a functional transaction-based data trustee in the form of a developed technical platform and EuroDaT GmbH, owned by the state of Hesse. In addition to the technical and organisational foundations, a legal framework was also created to enable its use in operational use cases. Both the basic use case for establishing the trustee and the other use cases have developed feasibility studies and demonstrators. The universities and research institutes have published their research results. In addition to the use cases planned in the project application, the focus is currently also on another use case for combating money laundering at banks, which could become the first operational application.
