MERLOT Verbundschlussbericht: Marketplace for lifelong educational dataspaces and smart service provisioning - Forschungs- und Innovationsprojekt im Rahmen des Förderwettbewerbs "Innovative und praxisnahe Anwendungen und Datenräume im digitalen Ökosystem Gaia-X"

Abstract

Der (Weiter-) Bildungssektor war bislang durch isolierte Datensilos, fehlende Interoperabilität und unzureichende Mechanismen zur Sicherung der Datensouveränität geprägt. Gaia-X, die International Data Spaces (IDS) und erste Referenzarchitekturen stellten zentrale Grundlagen bereit, die im Projekt MERLOT aufgegriffen und weiterentwickelt wurden. Ziel war die Entwicklung eines Gaia-X-konformen föderierten Bildungsdatenraums als Proof of Concept. Mit dem MERLOT (B2B) Marktplatz und ergänzenden Bildungsdiensten, darunter KI-gestützte Assistenzsysteme, sollte demonstriert werden, wie personenbezogene Bildungsdaten sicher, transparent und nutzerzentriert genutzt werden können. Hierfür wurde eine Cloud-Infrastruktur mit Eclipse Dataspace Connector, Self-Sovereign Identity und föderiertem Katalog aufgebaut, drei Advanced Smart Education Services (Karriere-, Weiterbildungs- und Bildungsassistent) realisiert und mit dem Self-Sovereignty-Management-System (SeSoMan) ein nutzerzentriertes Konzept zur Datenfreigabe entwickelt. Die Praxistauglichkeit wurde durch Pilotierungen mit Schulen, Hochschulen, Weiterbildungseinrichtungen und Unternehmen bestätigt, ergänzt durch die Berücksichtigung rechtlicher, ethischer und sozialer Aspekte. MERLOT erbrachte damit den Machbarkeitsnachweis für einen interoperablen, vertrauenswürdigen Bildungsdatenraum (TRL 6) und lieferte zentrale Ergebnisse wie den MERLOT-Marktplatz, SeSoMan, die Advanced Smart Education Services, Open-Source-Bausteine, ein Governance- und Betriebsmodell sowie über 20 wissenschaftliche Publikationen. Das Projekt bildet eine tragfähige Grundlage für den Aufbau eines europäischen Bildungsdatenraums. Die entwickelten Konzepte sind zudem auf andere Domänen wie Gesundheit oder Mobilität übertragbar und werden durch neue datengetriebene Geschäfts- und Betriebsmodelle weitergeführt. Der Wissenstransfer aus dem MERLOT-Projekt wird bereits in anderen nationalen und europäischen Vorhaben wie EDGE-Skills und DS4Skills genutzt und weiterentwickelt. The education sector has so far been characterized by isolated data silos, lack of interoperability, and insufficient mechanisms to ensure data sovereignty. Gaia-X, the International Data Spaces (IDS), and initial reference architectures provided essential foundations that were taken up and further developed in the MERLOT project. The aim was to develop a Gaia-X-compliant federated education dataspace as a proof of concept. With the MERLOT (B2B) marketplace and complementary education services, including AI-supported assistant systems, the project aimed to demonstrate how personal education data can be used securely, transparently, and user-centrically. To this end, a cloud infrastructure with Eclipse Dataspace Connector, Self-Sovereign Identity, and a federated catalog was established, three Advanced Smart Education Services (career assistant, continuing education assistant, and learning assistant) were implemented, and the Self-Sovereignty Management System (SeSoMan) was developed as a user-centered concept for data sharing. Practical applicability was validated through pilots with schools, universities, training providers, and companies, complemented by the consideration of legal, ethical, and social aspects. MERLOT thus demonstrated the feasibility of an interoperable, trustworthy education dataspace (TRL 6) and delivered key results such as the MERLOT marketplace, SeSoMan, the Advanced Smart Education Services, open-source components, a governance and operating model, as well as more than 20 scientific publications. The project provides a solid foundation for establishing a European education dataspace for schools, universities, training institutions, public institutions and companies. The developed concepts are also transferable to other domains such as health or mobility and are being further developed through new data-driven business and operating models. Knowledge transfer from the MERLOT project is already being applied and further advanced in other national and European initiatives such as EDGE-Skills and DS4Skills.
