Regulierungs- und Normungsroadmap : Empfehlungen zur Anpassung der Regulierungs- und Standardisierungslandschaft auf Oberleitungs-Lkw-Systeme

Abstract

Die vorliegende Regulierungs- und Normungsroadmap ist ein Ergebnis des über drei Jahre andauernden Projekts AMELIE-2. In diesem hat die FHE gemeinsam mit IKEM und Siemens Mobility sowie im Austausch mit Fachleuten aus Wirtschaft, Wissenschaft und öffentlicher Hand einen Leitfaden zur Anpassung der Regulierungs- und Standardisierungslandschaft für Oberleitungs-Lkw- Systeme erarbeitet. Sie bietet einen umfassenden Überblick über den Status Quo und eine detaillierte Analyse der relevanten Regelungen, Normen und Gesetze im nationalen und internationalen Kontext in Bezug auf Schwerpunktthemen, wie die politische Rahmenbildung, die Straßeninfrastruktur, die Energieversorgung, die Oberleitungsanlage, die Fahrzeuge, Geräuschemissionen, die Datenerfassung und -kommunikation und die elektromagnetische Verträglichkeit. Zudem beleuchtet sie die notwendigen Schritte zur Implementierung, identifiziert bestehende Lükken und gibt Empfehlungen für zukünftige Forschungs- und Entwicklungsprojekte, um die erfolgreiche Integration von Oberleitungs-Lkw-Systemen in das bestehende Verkehrssystem zu gewährleisten. Das Dokument gibt Handlungsempfehlungen zur Anpassung und Ergänzung bestehender Normen und Regelwerke, um eine effektive und standardisierte Implementierung von Oberleitungs- Lkw-Systemen zu gewährleisten. Besondere Aufmerksamkeit wird dabei auf die Kompatibilität der verschiedenen Systemkomponenten sowie auf die Sicherheit und Effizienz des Gesamtsystems gelegt. Die Roadmap stellt einen kontinuierlichen Prozess dar, der sich an den laufenden Entwicklungen im Bereich der elektrischen Straßensysteme orientiert und bietet eine Gesamtübersicht über die Handlungsempfehlungen. The roadmap provides a comprehensive overview of the status quo and a detailed analysis of the relevant regulations, standards and laws in a national and international context concerning topics like the political framework, the infrastructure, the energy supply, the catenary system, the vehicles, the noise emissions, the data transfer and the electromagnetic compatibility. It also highlights the necessary steps for implementation, identifies existing gaps and makes recommendations for future research and development projects to ensure the successful integration of catenary truck systems into the existing transport system. The document provides recommendations for the adaptation and amendment of existing standards and regulations in order to ensure an effective and standardised implementation of catenary truck systems. Particular attention is paid to the compatibility of the various system components as well as to the safety and efficiency of the overall system. The roadmap represents a continuous process that is guided by the ongoing developments in the field of electric road systems and provides a general overview of the recommended actions. It includes technical adjustments as well as organizational and regulatory measures.
