Foresight-Studie Weiterbildung: Chancen und Risiken für die Teilhabe Geringqualifizierter in der Digitalisierung aus Sicht des Weiterbildungsangebots und der Weiterbildungsanbieter

Abstract

Das Forschungsprojekt FORWARD wurde durch das Bundesministerium für Bildung und Forschung (BMBF) im Rahmen des Förderprogramms "Insight - Interdisziplinäre Perspektiven des gesellschaftlichen und technologischen Wandels" unterstützt. Ziel des Projekts war es, Chancen und Risiken der Teilhabe von Geringqualifizierten an der Digitalisierung aus der Perspektive des Weiterbildungsangebots und der Bildungsanbieter zu untersuchen. Das Teilprojekt der RPTU fokussierte sich auf die Weiterbildung Geringqualifizierter unter den Bedingungen der Digitalisierung, insbesondere im Hinblick auf die Entwicklung der Weiterbildungsangebote und die Teilnahmeentwicklung. FORWARD strebte eine strategische Vorausschau auf die Digitalisierung der Weiterbildung innerhalb eines fünfjährigen Zeithorizonts an, die spezifische Feldbedingungen und die Eigenlogik des Subsystems berücksichtigt und sich methodisch an den neuesten Erkenntnissen der Foresight-Forschung orientiert. Zur Bearbeitung des Forschungsvorhabens wurde in Arbeitspaket 1 der aktuelle Forschungsstand zur digitalen Transformation in der Weiterbildung systematisch mittels einer Literaturrecherche aufgearbeitet. Im Rahmen des 2. Arbeitspaketes wurden Expert:inneninterviews geführt, um feldspezifische Kontextbedingungen der Weiterbildungsorganisation, Programmplanung sowie Programm- und Angebotsentwicklung im Kontext der fortschreitenden Digitalisierung und der COVID-19-Pandemie zu analysieren. Im dritten Arbeitspaket wurde die Entwicklung der Angebotsstrukturen für Geringqualifizierte unter den Bedingungen der Digitalisierung durch eine Angebotsanalyse von drei verschiedenen (Weiterbildungs-)Organisationen dargestellt und untersucht. Darüber hinaus wurde die Teilnahmeentwicklung von Geringqualifizierten anhand nationaler Statistiken (Daten des Adult Education Surveys, Daten der National Educational Panel Study, Daten der Bundesagentur für Arbeit) erfasst. Die Ergebnisse der retrospektiv orientierten Arbeitspakete wurden im 4. Arbeitspaket zusammengeführt und dem ITA zur Vorbereitung, Durchführung und Auswertung der virtuellen Gruppendelphis (prospektiv orientiertes Arbeitspaket) zur Verfügung gestellt. Im 5. Arbeitspaket fand eine Zusammenführung sowie Verknüpfung der verschiedenen methodischen Ansätze (Literaturrecherche, Expert:inneninterviews, Angebotsanalyse, statistische Auswertung, Delphistudie) statt, wodurch das Ziel des Forschungsvorhaben umgesetzt wurde. The project aimed to investigate the opportunities and risks of participation in digitalization for low-skilled individuals from the perspective of continuing education offerings and providers. The RPTU sub-project focused on the continuing education of low-skilled individuals under the conditions of digitalization, particularly regarding the development of educational offerings and participation trends. FORWARD aimed to provide a strategic foresight on the digitalization of continuing education within a five-year horizon, taking into account specific field conditions and the unique logic of the subsystem, and aligning methodologically with the latest insights from foresight research. To carry out the research project, Work Package 1 systematically reviewed the current state of research on digital transformation in continuing education through a literature review. As part of Work Package 2, expert interviews were conducted to analyze fieldspecific contextual conditions in the organization of continuing education, program planning, and the development of programs and offerings in the context of ongoing digitalization and the COVID-19 pandemic. In Work Package 3, the development of offerings for low-skilled individuals under the conditions of digitalization was presented and analyzed through an examination of three different (continuing education) organizations. Additionally, the participation trends of low-skilled individuals were captured using national statistics (data from the Adult Education Survey, data from the National Educational Panel Study, data from the Federal Employment Agency). The results of the retrospective-oriented work packages were consolidated in Work Package 4 and made available to ITA for the preparation, execution, and evaluation of virtual group Delphi studies (prospective-oriented work package). In Work Package 5, the various methodological approaches (literature review, expert interviews, offering analysis, statistical evaluation, Delphi study) were integrated and interconnected, thereby achieving the objective of the research project.
