Abstract
The project assessed the technical, policy, institutional, and investment dimensions required to support the development of a green hydrogen economy in Nigeria. The analysis focused on the enabling conditions for production and scale-up, with particular attention to linkages between energy, water, infrastructure, and industrial demand including fertiliser production. Specifically, the study examined:
- Nigeria’s renewable energy, water, and infrastructure potential for green hydrogen production;
- Policy, regulatory, and institutional frameworks relevant to hydrogen, water, energy, and fertiliser sectors;
- Stakeholder landscape across public, private, academic, and development partners;
- Technical and economic scenarios for green hydrogen and green ammonia production;
- Opportunities, risks, and investment needs for scaling green hydrogen in Nigeria.
Key Results: The study shows that Nigeria has strong potential to develop a green hydrogen and green ammonia economy, supported by its natural resources, existing infrastructure, and strategic market position. However, unlocking this potential at scale will require stronger policy alignment, institutional coordination, and targeted investments. - Nigeria possesses strong technical potential for green hydrogen production based on solar, hydropower, wind, biomass, and water resources.
- Existing gas, LNG/LPG, fertiliser, and port infrastructure can be partially repurposed to support a future hydrogen and ammonia economy.
- Policy and regulatory frameworks require strengthening and alignment to explicitly support green hydrogen and green ammonia including institutional organization and water management scheme.
- Three production scenarios (Local NPK, Best Guess, H₂ Diplo) demonstrate that Nigeria could progressively substitute fertiliser imports and position as a regional hub of green ammonia production.
- Green hydrogen development presents strong socio-economic and environmental benefits, including emissions reduction, job creation, and improved food security.
