Transferagentur Nord-Ost für kommunales Bildungsmanagement

Abstract

Der Schlussbericht der Transferagentur Nord-Ost (TANO) beschreibt die Verwendung der Fördermittel und die erzielten Ergebnisse über die Programmlaufzeit von 2014 - 2024. Hauptziele der Transferinitiative Kommunales Bildungsmanagement (TI) waren die Verbesserung der Bildungskoordination, Entwicklung einer datengestützten Steuerung, Erhöhung der Bildungsgerechtigkeit, Förderung des lebenslangen Lernens und der Aufbau nachhaltiger Bildungsstrukturen. Die Arbeit der TANO zahlte auf diese Ziele entlang von drei Säulen ein: Qualifizierung und Vernetzung: Es wurden verschiedene Veranstaltungsformate angeboten, um Wissen zu vermitteln und den Wissens- sowie Erfahrungsaustausch zu fördern. Mit der Corona-Pandemie wurden diese Formate weitgehend digitalisiert. Insgesamt fanden 121 Veranstaltungen mit 1.649 Teilnehmenden statt. Kommunalberatung: Von 2018 bis 2024 gab es 336 Beratungstermine mit 364 Beratungsstunden für 634 Mitarbeitende aus Kommunen. Diese Beratungen dienten dem Aufbau und der Verstetigung von DKBM-Strukturen vor Ort. Öffentlichkeitsarbeit: Die Öffentlichkeitsarbeit bestand aus einer kontinuierlich aktualisierten Webseite, Publikationen wie „Toolkits zum kommunalen Bildungsmanagement“ und dem Magazin „TANORAMA“, sowie einem Kurzfilm zu DKBM-Erfolgskriterien. Fachtage, „TANORAMA“, „Toolkits“ und Informationsfilme erhöhten die Bekanntheit und Akzeptanz der TI. Die kontinuierliche Veröffentlichung und Verbreitung der Ergebnisse sorgte für breite Anerkennung. Die o. g. Maßnahmen verbesserten die Bildungsplanung und -steuerung in den Kommunen signifikant. Die TANO trug zur Entwicklung eines datengestützten Bildungsmanagements bei, das nachhaltige Veränderungen bewirkte. Die Ergebnisse werden durch Folgeprogramme wie „Bildungskommunen“ weiter genutzt und an neue Herausforderungen angepasst. Der Bericht zeigt den Erfolg der Maßnahmen und ihre Anpassung an die Bedürfnisse der Zielgruppen, was die Notwendigkeit und Angemessenheit der Arbeit bestätigt. The main objectives of the Transfer Initiative Municipal Education Management (TI) were to improve education coordination, develop data-based management, increase educational equity, promote lifelong learning and establish sustainable educational structures. TANO's work contributed to these goals along three pillars: Qualification and networking: Various event formats were offered to impart knowledge and promote the exchange of knowledge and experience. These formats were largely digitized during the COVID-19 pandemic. A total of 121 events with 1,649 participants took place. TANO contributed to the development of data-based educational management, which brought about sustainable changes. The results will continue to be used in follow-up programs such as “Educational Communities” and will be adapted to new challenges. The report shows the success of the measures and their adaptation to the needs of the target groups, which confirms the necessity and appropriateness of the work.
